This follows the development described in the updated Chapter 9 of the IERS Conventions. I urge all ACs to test and evaluate this package and please report any problems or apparent bugs. For the time being, I recommend *against* actual operational adoption until it is clear that there are no outstanding issues. It would be best to try to coordinate the IGS adoption of such a model later this year in order to quantify its effects on IGS products. I would very much like to thank Manuel and the ad hoc group (cc list) that he assembled to put together and test this package. It has been a remarkably successful demonstration of collaboration and cooperation! It is the more important, and there is a clear consensus of how to apply it (additional higher ionospheric order terms and effects could be incorporated in future after more discussion). - The programming has been done priorizing the general applicability among the numerical/memory efficiency. In spite I will be very committed in several points before the next IGS meeting (exams for a new position, local organization of an Intl. meeting, new project and extra teaching) I will do my best to try provide some feedback if needed.
